The Delegation of the European Union to Armenia is the diplomatic mission under European Union’s diplomatic service European External Action Service (EEAS) responsible for Armenia, headed by Her Excellency Ms. Andrea WIKTORIN, Ambassador of the European Union to the Republic of Armenia, representing the EU in the country and promoting the values and interests of the European Union.
The purpose of the program is the reforms in government in accordance with EU standards and working models and approach of legislative field to general EU law. According to the EU Twinning regulations, persons who are working or have worked during last 6 months in Armenian public administration are not eligible to apply. Applications received after the closing deadline or submitted in other languages than in English will not be considered. EU Twinning projects in Armenia In 2010 - 2014 Lithuania individually or as a partner of a consortium has been selected to implement 3 EU Twinning projects in Armenia: 2010 Germany / Lithuania (Competition Council of the Republic of Lithuania) "Strengthening the enforcement of competition and State Aid legislation in Armenia“. Twinning is a European Union instrument for institutional cooperation between Public Administrations of EU Member States and of beneficiary or partner countries. Twinning projects bring together public sector expertise from EU Member States and beneficiary countries with the aim of achieving concrete mandatory operational results through peer to peer activities.
This project between Armenia and France started on 15 October 2015 with a budget of €810,000, and was fully funded by the EU. Twinning is an EU instrument for institutional cooperation between the public administrations of EU member states and selected beneficiary countries in the European Neighbourhood.

23/02/2021 🔹Public Procurement related Dispute Resolution / Settlement Virtual Training was organized from 16 to 18 February, 2021 under the auspices of the EU-funded Twinning Project for “Strengthening Public Procurement Practices in Georgia”.
On 21 December, the EU launched a twinning project to support the oversight and implementation of the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA). The project will be implemented by the parliaments of Greece and Italy, which will work with Armenia’s National Assembly to assist legislative drafting, oversight and overall – The European Union (EU) has suspended the implementation of the Twinning Project with Armenia.
